Buying an RTX 5090 will no longer be limited to a simple transaction, as some retailers now require purchaser declaration.
## Micro Center Starts Handing Declaration Forms to RTX 5090 Customers, Requiring Them to Agree to Certain Conditions, Such as No Export
The availability of certain GPUs has worsened so much that some retailers are now taking additional steps in selling them to their customers. NVIDIA's flagship RTX 5090 GPU, which debuted at $1999 last year, has already reached over $5000 in most regions, becoming the most expensive gaming card on the planet. Somehow, the demand is still crazy, as we see people paying hefty amounts to retailers to grab this gaming monster.

However, one major retailer has started handing its customers "declaration" forms agreeing to certain conditions. The Redditor u/Krothic informs that he was handed a Purchaser Declaration form by Micro Center upon purchasing a PowerSpec Ai90 prebuilt PC that comes with the GeForce RTX 5090. The purchase required him to provide his driver's license and fill out the declaration form.

The declaration form specifically mentions the "NO EXPORT" policy and that Micro Center "will not" sell the GPU to a user who intends to export, reexport, resell, or transfer the GPU outside of the United States. Users further need to confirm that they will be using the GPU only for their personal or business use in the US. If the user provides any misleading or false information on this form, Micro Center will also have the right to refuse or unwind the transaction.
It appears that there are certain efforts going on to curb exports to regions where the sale of the RTX 5090 is banned, such as China. And while it may appear to be a workable initiative, we have seen how [large inventories can easily enter mainland China](https://wccftech.com/nvidia-rtx-5090-and-blackwell-pro-6000-surface-on-chinese-retailer-jd/) on the black market. Then we have [dedicated labs that convert them into AI GPUs](https://wccftech.com/a-huge-inventory-of-geforce-rtx-5090-are-getting-turned-into-ai-gpus-in-china/) by ripping off the GPU chip and memory chips to install them on custom PCBs. So, I don't think the RTX 5090 is going to stop entering the black market by simple declaration forms.
